Add PayPal/Stripe toggle in admin settings

Payment methods can now be enabled/disabled under Einstellungen → Zahlungsarten. Warning shown if API keys are missing in .env. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
